Background The IMO's Carbon Intensity Index (CII), which has become mandatory in January 2023, states that ships with a gross tonnage of 5,000 or more should achieve at least a prescribed annual operating CII index, which is Class C, the middle of the "A-E" rating scale in the code. According to the draft amendment to MARPOL Annex VI, for Class D or Class E ships which do not meet the requirements of Class C, they may face a series of problems in their subsequent operation.
